Constitution and By-Laws

 

Article I

Name and Purpose

The name of this Association shall be the Central Kentucky Football Officials Association (CKFOA), and it shall have the purpose of providing football officials for member schools of the KHSAA (Kentucky High School Athletic Association).

 

Article II

Objectives

The objectives of this association shall be the following:

1.      Monitor to insure compliance to all KHSAA regulations and standards by members. 

2.      Administer training and rules discussions meetings for members.

3.      To recruit, train, and encourage new officials.

 

Article III

Members

Section 1.  Membership

Membership is open to any registered and qualified KHSAA football official.

 

Section 2.  Classification

(a)    A Varsity Official is an official that is a member of a CKFOA Varsity Crew.

(b)  A Pool Official is an official that is a member of the CKFOA but not a member of a Varsity Crew.

 

Section 3.  Dues

Annual dues shall be $35.00 for all CKFOA Officials. Dues shall be paid in full no later than 10 days prior to the first regular season game.

 

Section 4.  Attendance

Members must attend at least three CKFOA Training Meetings and one other CKFOA General or Business Meeting. Non-Varsity (pool) officials who are Level 1 or 2 KHSAA registered officials are required to attend a minimum of three varsity games with varsity crews, including the pre-game meeting, per year. Proof of attendance will be required to be submitted to the Assigning Secretary at the annual Business Meeting. Any Level 1 or 2 pool official who fails to meet this requirement will not be eligible to be selected for a varsity crew the following season.

 

Section 5.  Good Standing

Members are considered to be in good standing if they comply with the provisions as set forth in these Constitution and Bylaws, which includes:

1.      Timely payment of dues to the CKFOA.  (Art. III Sec. 3)

2.      Comply with the CKFOA meeting attendance requirements. (Art. III Sec. 4)

3.      Be in compliance with KHSAA requirements for becoming a licensed football official as listed in the KHSAA Official’s Licensing Guidebook. Including, but not limited to, payment of the annual licensing fee prior to the KHSAA established deadline, taking the National Federation/KHSAA Part II rules exam and receiving an acceptable score as established by the KHSAA, and any and all other requirements set forth in the Licensing Guidebook to be recommended for post-season assignments. The executive board’s secretary will verify with KHSAA and CKFOA records that all members of the CKFOA are in good standing prior to the first regular season games and again prior to the first round of the post season. The secretary shall submit a list of any CKFOA members that are not in good standing to the Executive Board and the Assigning Secretary, those members will be omitted from assignment until they become in good standing.  CKFOA members are responsible for confirming their standing with both the CKFOA and KHSAA.   

 

Article IV.

Varsity Crews

Section 1.  Composition

A Varsity Crew shall consist of five officials:  Referee, Umpire, Linesman, Line Judge, and Back Judge.  The Referee shall select the members of his respective Varsity Crew with the guidance of the Assigning Secretary and the Assistant Assigning Secretary.

 

Section 2.  Qualifications for Varsity Crew Membership

(a)     The official must have been a member of the CKFOA for a minimum of one year.

(b)    The official, if a member of Varsity Crew the previous year, must notify the Assigning Secretary prior to the Spring Referee Committee Meeting of their intentions to leave that Varsity Crew to be eligible to become a member of another Varsity Crew the following season.  If an official wishes to leave a Varsity Crew after the Spring Referee Committee Meeting, he must remain a Pool Official for the upcoming season and/or the remaining games of the current season.

(c)     An official who leaves the CKFOA who was a member in good standing at the time they left, and was a member of a Varsity Crew, is eligible to become a member of a Varsity Crew upon their return to the CKFOA providing that they fulfill all requirements of the KHSAA and CKFOA to be reinstated in good standing.

 

Section 3.  Selection of Varsity Crew Members

(a)    A Referee may fill an open position on his Varsity Crew after the Fall Referee Committee Meeting with an eligible official as outlined in Article IV, Section 2.

(b)    A Pool Official is limited to working six games per season with the same Varsity Crew.

(c)    If a Pool Official works six varsity games with the same Varsity Crew, the Referee of that Varsity Crew has the option of adding that Pool Official to his Varsity Crew at the next Spring Referee Committee Meeting.

 

Section 4.  Schedule of Games

(a)     Scheduling of regular season Varsity games shall be determined by and at the discretion of the Assigning Secretary. All CKFOA members must be in good standing with the KHSAA and the CKFOA to be eligible to officiate regular season games at any level (varsity, junior varsity, freshman and middle school).

(b)    The KHSAA assigns the post season games upon the recommendation of the

CKFOA Assigning Secretary. CKFOA members must be in good standing with the KHSAA and the CKFOA to be recommended by the CKFOA Assigning Secretary for post season assignments.     

 

 

Article V.

Officers

Section 1.  Officers

The officers of the CKFOA shall be a President, Vice-President, Secretary, Treasurer, and Sergeant at Arms.

 

Section 2.   Duties

(a)      President:  It is the duty of the President to call the meetings to order at the appointed time, to preside at the meetings, to announce the business before the assembly in its proper order, to state and put all questions properly brought before the assembly. 

(b)      Vice-President:  The Vice-President shall act as the President in the absence of the President.  The Vice-President shall perform all duties as may be assigned by the President or the Executive Board.

(c)      Secretary:  The Secretary shall keep minutes of meetings.  It is the duty of the Secretary to maintain a list of all members in good standing with the KHSAA and CKFOA.

(d)     Treasurer:  It is the duty of the Treasurer to handle all the finances of the CKFOA and file an annual financial report.

(e)      Sergeant at Arms:  The Sergeant at Arms shall maintain accurate attendance records of each meeting.

 

Section 3.  Election and Term

Any CKFOA member in good standing may be nominated for any office.  Elections will be held at the annual Business Meeting for all officers, excluding the Treasurer who is our Assigning Secretary.  The term of office shall begin January 1st and end December 31st for all elected officers.  In the event of a vacancy in the office of President, the Vice-President shall assume the office.  Any other vacancy shall be filled for the remaining term by a majority vote present at the next meeting following the vacancy.

 

Article VI.

Meetings

Section 1.  Training Meetings

The CKFOA will hold at least four training meetings. These meetings will be held on consecutive Mondays starting with the last Monday in July.

 

Section 2.  Business Meeting

The Business Meeting shall be the first Monday in November.  The election of officers shall take place during the Business Meeting.

 

Section 3.  General Meetings

There shall be two General Meetings, both held on a Wednesday.  The first meeting shall be held the last Wednesday in September and the second meeting shall be held on the Wednesday two weeks prior to the Business meeting.

 

Section 4. Part II test

The Part II test is a mandatory test that must be taken by each member of the CKFOA.

 

 

Article VII.

Executive Board

Section 1.  Composition

The Executive Board shall consist of the elected officers of the CKFOA, Past President, and the 10th/11th Region Assigning Secretary, who is a non-voting member.

 

Section 2.  Power

The Executive Board shall:

(1)    Appoint all committee chairmen and oversee committee activities.

(2)    Discipline any member who fails to comply with CKFOA By-Laws or the

       KHSAA Officials Guidebook, or whose conduct or actions would be deemed  

       detrimental to the integrity of the KHSAA or the CKFOA.

(3)    Determine, according to the KHSAA Officials Handbook and CKFOA

      By-Laws, which officials are eligible for regular season and post season       

                   assignments.

(4)    Call an Executive Board meeting as required.  The President or Assigning Secretary may call an Executive Board meeting as deemed necessary for the discussion and planning of the CKFOA’s meetings, training agenda, recruitment of new officials, and general business concerning the purpose and objectives of the CKFOA. 

 

 

Article VIII.

Committees

Section 1.  Standing Committees

The standing committees are Referee, Training, Recruiting, Awards, and Public Relations.

 

Section 2.  Selection

The committee chairman for all standing committees will be selected by the Executive Board prior to June 1st.

 

Section 3.  Duties and Composition


 a) Referee:  The Referee Committee shall fill vacant Referee positions and oversee the selection of officials for Varsity Crews.  The Referee Committee shall be composed of current crew Referees, the Assigning Secretary, the Assist Assigning Secretary, and the Executive Board.  There will be a Spring and Fall Referre Committee Meeting.  

 

b) Training:  The Training Committee shall appoint a KHSAA Level 3 Referee, Umpire, Linesman/Line Judge and Back Judge to be members of the Training Committee.  The Duties of the Training Committee shall be to prepare and conduct the Training Program during the Training Meetings.

 

c)  Recruiting:  The Recruiting Committee shall actively recruit new officials using any medium and format possible. 

 

d)  Awards:  The Award Committee shall be responsible for all awards deemed necessary by the Executive Board.

 

e)  Public Relations:  The Public Relations Committee shall be responsible for the CKFOA Handbook and the CKFOA website. 

 

 

 

Article IX

Parliamentary Authority

The CKFOA is ruled first by federal, state and local laws; then by the Kentucky High School Athletic Association; followed by the Tenth and Eleventh Policy Board; then by the Constitution and Bylaws of the CKFOA; and finally by Robert’s Rules of Order.

 

Article X

Amendments

The Constitution and Bylaws may be amended by a 2/3 vote of membership present and voting at a meeting, 51% of the members must be present to constitute a 2/3 vote, if the amendment is presented at the previous meeting.
